In this Dec. 4, 2019 video, GOP lawmakers John Ratcliffe, Greg Steube, Doug Collins, Louie Gohmert, Jim Jordan, Ken Buck, Mike Johnson, Matt Gaetz and Steve Chabot ask witnesses questions in the impeachment hearings.
Rep. Ken Buck (R) argued that any president — Abraham Lincoln, Lyndon Johnson, John F. Kennedy, Franklin Delano Roosevelt, Barack Obama — could have been impeached under “amorphous” standards being used by Democrats in their impeachment inquiry.
“Your friends,” Buck said, referring to other law professors on the panel, with whom Turley disagreed, “have decided that the bar is so low that when we have a Democratic president, and a Republican House and a Republican Senate, we are going to be going through this whole scenario again, in a way that really puts the country at risk.”
Buck also brought up a claim that former President Lyndon Johnson wiretapped Sen. Barry Goldwater’s campaign plane during the 1964 presidential election and enlisted a CIA spy to infiltrate Goldwater’s camp, “Lyndon Johnson directed the Central Intelligence Agency to place a spy in Barry Goldwater’s campaign. Franklin Delano Roosevelt, when he was president, directed the IRS to conduct audits of his political enemies, namely Huey Long, William Randolph Hearst, Hamilton Fish, Father Coughlin.”

“How about when President Kennedy directed his brother Robert Kennedy to deport one of his mistresses as an east German spy?”
“When Barack Obama directed, or made a finding that the Senate was in recess and appointed people to the National Labor Relations Board and lost 9-0, Ruth Bader Ginsburg voted against the President on this issue, would that be an abuse of power?”
“How about when the President directed his national security adviser and the secretary of state to lie to the American people about whether the ambassador to Libya was murdered as a result of a video or was murdered as a result of a terrorist act?”
“How about when Abraham Lincoln arrested legislators in Maryland so they wouldn’t convene to secede from the Union?”
“Can you name a single president in the history of the United States — save President (William Henry) Harrison, who died 32 days after his inauguration — that would have not met the standard of impeachment for our friends here?”
