CDC Guidance vs Governor, what if Americans in Ukraine are stranded, BBB no cost & reduce deficit

Psaki: We don’t support Nord Stream. We have been clear we oppose the Nord Stream 2 pipeline, which is a Russian geopolitical project that undercuts the energy security and national security of a significant part of the Euro-Atlantic community. That’s long been our position.

reporter: What I’m trying to determine is what does “listen” mean. Does it mean that the CDC calls the shots here? Or, as these governors have done, does the President take into account the trade-offs?
