KJP: What I can tell you is what you’ve heard from the President and what you’ve heard from both sides, which has been: The negotiation has certainly been about the budget. You’ve heard them talk about the budget. You’ve heard them talk about how we’re moving forward and that in this particular moment that we’re in, they’ve been productive.
The President has held the line and has been very clear that the debt — when it comes to the debt limit, it should be done without negotiations, without condition. That’s something that the President has said in front of all of you. And he also said —

White House press secretary Karine Jean-Pierre on Tuesday threw cold water on the view that the 14th Amendment could resolve Washington’s debt-ceiling standoff. “It is not going to fix the current problem that we have right now,” she told reporters during a press briefing, after being asked if the Biden White House has ruled out using the amendment. On Sunday, President Joe Biden offered a similar view, saying he believes he has the authority to invoke the 14th Amendment, but it may be too late to go that route.

Reporter: Has there been any more discussion about the 14th Amendment?
KJP: Look, you know, the President has been very clear about this. He’s spoken to this. It is just not — it is not going to deal with the problem that we are currently having at this moment, at this time. What we need to focus on is Congress acting, is Congress doing their constitutional duty and dealing with the debt limit.

Reporter: It sounds like the White House is now ruling out invoking the 14th Amendment as an option to get around the debt ceiling. Is that accurate?
KJP: What I can say: It is not — it is not — it is not going to fix the current problem that we have right now, which — Right now, what we — what is going to deal with getting the debt limit done is for Congress — for Congress to act. And that’s what we’ve been very clear on.
Reporter: So, if it won’t fix the current problem, that means that’s not a possibility that the President will pursue.
